I think this domain was stolen from real owner and now scammers using it because this domain gets a lot visits everyday. Real owner of HYIPMonitor.com never do something like this, because his website was very popular, he was earning a lot money, so there was no point to close his website. I am 98% sure that someone stolen his domain name.
